I can’t decide if he is the ultimate scorpion, game player or Gandhi and style game player. But it is important to bear in mind that he was trying to negotiate a comprehensive European peace (so he could disarm much further, and concentrate on profits instead) for twenty straight years, before the shooting started. If he is a monster now (and I honestly can't tell how much is propaganda, and how much reality), he is in large part what we have made him, by blocking every more positive overture (British especially irrational/racist on this file - and for centuries now - sadly, not even the propaganda is new).
